I want to have an outdoor dinner party on my deck (16x22ft.) for 30 people . . . is this safe??

Seems ok to me, if you time 16 and 22 it equals 352 feet divide that by 32, assuming you have a partner you are not counting as a guest and and the is 11 feet of room per person. This does not include the set up of tables for the food and drinks. It will be tight, but you can set up a few places indoors and a few places on the lawn for people to sit and mingle so it is not so tight. Serve topas as people can walk and eat.
I'm more of a cook than an engineer, but I'd have to know things like what is the deck made of, how high is it off the ground, what's supporting it, etc.
Depends, are they all members of the same gang? Have them check their guns at the door.
Depends on how the deck is constructed, the condition of the materials, how far off the ground the deck is, how heavy the furniture and people will be, etc...

My deck would be safe. I built it, I know what it is made of, and I have maintained it through the years. Don't know about yours.
