Oriental trader has everything you could ever want for a kid's party! They also have a sister store that you can access from their site that sells party themed stuff (plates, cups, napkins, favor bags, etc). I couldn't throw parties for my kids without Oriental Trader. (ow, I sound like an advertisement)

you could have a sceletrics set set up. fill the room with pictures of cars, and have lots of games related to the film. ie pass the parcell with car as prize ect. you could also get a couple of remote control cars, and some of those push along cars so the kids could be drivers.
Go to the grocery store and pick up some boxes, paint them and add racing stripes and car numbers. Attach a couple of pieces of rope on them (like suspenders) and the kids can wear the "cars" and race around a "track" you have set up.
Have a red racing car birthday cake...you can make all different sizes of cakes, and once they are done baking, you cut them out to make the shape of a car. Put the pieces of a piece of cardboard covered in aluminum foil, and then frost. Use red for the body, black and white for the wheels--dont forget Lightning's # (95) or the lightning bolt!
check local party stores, like bartz. most will have themed cups, plates, balloons, ect. if they dont have them, u can often special order them.
