Answer:
Serve dainty sandwiches cut into quaters with the crusts removed. Accompnay this by your choice of any of the following:

Scones with cream and jam served seperately
Tiny, delicate pastries
Madeira Cake
Fruit Cake
Or indeed any other really good cake of your choice.

Plus ofcourse an endless supply of good English tea with milk, sugar and lemon.

Dress is ofcourse optional, but smart casual would be the norm.
Serve tea in white china - preferably earl grey. For food, scones with cream and jam. You should wear a tweed skirt and hutning jacket.
Wear:- A pretty frock

Serve:- China tea cups with silver spoons

Serve tea with sugar cubes, thinly sliced lemons, and cream. Serve with cucumber & cream cheese sandwiches; watercress sandwiches (with the crusts cut off). Also include scones, jam and perhaps lemon curd (or clotted cream). Really any kind of tiny pastry, biscuit (cookie) would be appropriate.
