Cooking brownies - Why no flaky top sometimes?

Why is it that sometimes my brownies come out without the flaky top on them? It's not the difference in brands. It will happen with the same brand (Pillsbury, etc.) What am I doing wrong?

Answer:
You're working with a formula. The flaking is from not enough water. One Tbs makes a difference, make sure you measure to the mark with the cup setting on the counter and not in you hand. Make sure you measure all your added ingredients accurately.
